Federal Perkin's Loans

Important: Under federal law, the authority for schools to make new Perkins Loans ended on Sept. 30, 2017, and final disbursements were permitted through June 30, 2018. As a result, students can no longer receive Perkins Loans.

The Perkins loan is a campus based loan meaning Dillard in the lender but it is also a federal loan so it is governed by the federal regulations set by the Department of Education. The Perkins Loan has a 5% fixed interest rate and no interest accrues while the student is enrolled on at least a half time basis, during the 9 month grace period, and during period of deferment. 

A borrower who received a Perkins Loan prior to June 30, 2018 can learn more about managing the repayment of the loan by contacting the Perkins Loan Officer at Dillard or our servicer Heartland ECSI.

Perkins and Nursing Student Loan borrowers who are graduating, withdrawing from the university, or dropping below half time enrollment are required to complete an Exit Interview. The Perkins/Nursing Loan is separate from the Federal Stafford loans and an Exit Interview is mandatory for all Federal loans.  The purpose of the Exit interviews is to inform you of your rights and responsibilities and it provides a complete explanation of repayment, deferment and cancellation privileges.

There will be a hold on all educational records (i.e. diploma, transcripts, etc.) until the exit interview are complete.

To complete the exit interview for your Federal Perkins/Nursing Loan please access Heartland ECSI’s Website https://Heartland.ecsi.net/. If you have not signed in previously you need to register and create a new profile that you will continue to use as you repay your Perkins loan over the life of your loan.  

1. Dillard's School Code is 6E
2. Enter your Social Security Number as your account number
3. Once you are signed in, you may need to Connect your account to your profile
4. You will need your pin number and your Heartland Key that you should have received from ECSI by e-mail.  If you did not receive an email from ECSI please call customer service at 1 (888) 549-3274 or there is also a chat line available online.
5. Click on the Dillard University tile in the middle of the page and then on the document tab at the top of the page to access your exit interview.
6. Make sure you have your Driver’s License Number and three good references who will know how to locate you after you graduate, a mailing address and good phone numbers for your location after graduation.
7. Be sure to complete the process by electrically signing the document.

PERKINS CANCELLATIONS

You may be eligible to have all or a portion of your Federal Perkins Loan canceled (based on your employment or volunteer service) or discharged (under certain conditions).
